Job Summary


The Senior Air Systems Requirements Analyst position is located in Crystal City, Arlington, VA, and supports the F-35 Joint Program Office (JPO) Future Capability and Technology (FCAT) Directorate in its mission in achieving Kill-Chain dominance through Intelligence, robust Operational Analysis (OA), requirements integration and analysis, and Research and Technology exploration, for all elements of the F-35 Air System. Our Tech Planning Analyst supports FCAT in leading, identifying, maturing, informing, and transitioning capability candidate nominations and integration planning for insertion into the F-35 Air System Program of Record (PoR), to and on behalf of the U.S. Services and International Partner countries.

 

Our Senior Air Systems Requirements Analyst serves as the Air Systems Requirements “subject matter expert” within the FCAT Directorate.  Reads through highly technical full spectrum reporting and doctrinal materials to distill facts for decision makers.  Attends technical symposiums and technical training as directed by FCAT.  Conducts or supports technical training classes with briefings and demonstrations of technical techniques and tools.   Participates in development of technical exchange meetings. Uses information derived from all military disciplines (e.g., aviation, ground combat, command and control, combat service support, intelligence, and opposing forces) to determine changes in enemy capabilities, vulnerabilities, and probable courses of action. Works directly with customers and team members to determine project scope and specifications. Provides research and analysis to support military organizations. May support development and analysis of products, including training modules, evaluation tools, etc. Presents analysis or products to customers. May support policy and procedure development for agency, interagency, or community-wide support. May interact with outside customers and functional peer groups. Requires experience conducting tactical and strategic analysis, preparing reports and briefings, and a demonstrable record of success relative to analytic, investigative, and strategic integration at the senior level.  A wide degree of creativity and latitude is expected. Leads and directs the work of others. Typically reports to a manager or head of a unit/department.


 

Essential Job Functions

 

  • Air System Requirements Assessment, Development, and Approval in collaboration with External Stakeholders: Assist the Future Capability and Technology (FCAT) Directorate in managing the Pre-PoR F-35 Air System Requirements and in creating, maintaining, and promulgating a comprehensive Road-map to inform the PMOs of risks and opportunities for the F-35 Program. Assist ID and FCAT in developing the F-35 Flight Plan which provides an integrated strategy for F-35 capabilities focusing on Participant’s future requirements over the next five to ten years and ensuring warfighter capability need dates are being clearly communicated to the PoR activities within the JPO. Assist ID and FCAT in maturing and recommending for approval all new F-35 requirements, developing the Flight Plan and New Capabilities Decision Memoranda.
  • Research and Technology (R&T) – assist FCAT in researching and assisting in development of technology through discovery, sponsorship, candidate studies and analysis, maturation, prototyping, experimentation, demonstration, and transition for relevant technology solutions for consideration and prioritization to transition into the F-35 PoR
  • Strategic Acquisition and Transition Planning (SATP) – assist FCAT in developing strategy for incorporating capability requirements defined by the Air Systems Requirements (ASR) team and technology developed by the R&T team into an acquisition program that is ready to be incorporated into the PoR and transitioned to the PMOs for execution
  • Program Strategy – assist FCAT in integrating research and emerging policy in National Defense Strategy, global geo-political domains, warfighting tactics, operations, kill chain, applied technology domain, global business, and market practices into F-35 JPO Program Strategy as well as in providing effective coaching and maintains strategic dialogue with JPO and external stakeholders
  • Governance Structure – assist FCAT in leading Requirements Working Group (RWG), Operational Advisory Group (OAG), Senior Warfighter Group (SWG), JSF (Joint Strike Fighter) Executive Steering Board (JESB) and in assisting with Configuration Steering Board (CSB) and requirements portion of the U.S. Executive Steering Group
  • Transfer requirement from the FCAT to the PoR – assist FCAT in providing applicable acquisition documentation and planning materials to the PMOs for execution, in collaboration with the PMOs

 

 

Qualifications

  • The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. On-site days in the JPO office may increase to provide on-site support up to 5 days per week to support the needs of the customer.  Exact days in office at the JPO must be coordinated with F-35 customer and approved by Prime.
  • Five (5) years of military flight experience in a 4th+ generation or 5th generation U.S. fighter aircraft (4th+ gen: F-16 Blocks 60, 70, 80; F-15EX, F/A-18E/F, EA-18G; and 5th gen: F-22, F-35).
  • Ten (10) years’ experience in defense acquisition program management related to weapon systems acquisition and life cycle management.
  • Five (5) out of 10 years of recent work experience related to military aircraft acquisition programs.
  • Master’s degree in related Field (Science, Engineering, Business, or related discipline), or bachelor’s degree in a related field with an additional four years of experience (14 years of experience total).
  • Knowledge and experience in Joint and Coalition operations related to tactical aviation, weapons, systems, and capabilities to include integration of sensors and ISR systems.
  • Demonstrated experience in requirements development and Joint Capabilities Integration and Development System (JCIDS).
  • Experience in requirements/Concepts of Employment (CONEMPS) trade space analysis.
  • Knowledge and expertise in air-to-surface and air-to-air weapons, tactics, and employment.
  • Ability to develop, coordinate, and effectively present executive-level/informational briefs and reports.
  • Must have an active Top Secret (TS) DOD clearance and the ability to obtain SCI access.
  • Up to 10% travel.Example: Bachelor’s or Associate’s degree – either a major in or 24-semester equivalent hours in any of the following fields: accounting, business, law, contracts, purchasing, office administration or management, industrial management. Work experience may be considered as a substitute for the degree requirement.
